Is there a Smart Water System similar to the Smart Grid System for electricity but for water instead?

In development perhaps. A smart electrical grid could easily monitor the usage of energy from each building and even possibly communicate and interact with things plugged in [i.e. phone charge idle plugged into the wall that the grid recognizes and shuts power off to that one outlet to save power that is being unnecessarily used]. That was all explanation to ask my question if there is anything like this out there, in the process of being out there (development), or even ideas for this being out there in relation to the water [i.e. monitoring usage of water and connecting that back with a possible system to most cost/energy effectively use the water needed without wasting any?

You’d have to spend a lot of money putting instrumentation on the water users (bath, faucet, garden hose, etc.), and then run electric power to them, and use additional power, and then put powered actuators on each user to cut it back or off, and use control valves (more expensive, more maintenance, and more power). It would not achieve anything more than pure control at the expense of a lot more money and use of resources. Sounds like something that government would come up with!
