is the long 4 feet fluorscent tube (with ballast and starter) considered Energy Saving?
I have never seen a 4 foot fluorescent tube; I have seen 2 foot ones, but never a four foot one (which I would think would be very cumbersome and unstable).
Anyway, I do believe that using a fluorescent of any kind in most all situations would be more energy efficient than the incandescent alternative. To get the same amount of light for the same space as a long tube fluorescent you would have to use two or three incandescent bulbs, each around 60 to 120 watts, while one fluorescent tube would only use less than 20.
